ArtPAC’s Political Endorsement Blueprint

  • To expand and implement the 1% Development Fund for the Arts across all municipalities in Los Angeles County by 2032, while building a strong network of arts champions among elected officials.

  • Many cities and counties implement municipal codes that require development projects to contribute 1% of building valuations to local funds for public art. Developers have the opportunity to either commission public art projects on their developments (equivalent to 1% of their building valuations) or contribute that percentage to a locally-managed arts fund that supports public art projects and programs.

  • Goal: Support and endorse candidates in 25% of strategically targeted cities per election cycle, achieving 100% coverage by 2032

  • At ArtPAC we are focused on encouraging non-1% cities across LA County to support their local arts economies with 1% Development Fund for the Arts policies. We have separate goals and strategies for each group of cities

    Track 1: Non-1% Cities

    The primary focus for these cities is on expanding 1% arts development funding. We are strategically selecting cities based on development activity and regional impact. Our target is 25% coverage per election cycle.

    We will build a network of experienced arts champions and select cities with geographical, demographic, or economic similarities to targeted non-1% cities. We will also create peer mentorship opportunities for newly elected officials

  • Message Development

    • Create compelling campaign messaging that candidates can effectively integrate into their platforms

    • Develop messaging that both advances arts funding goals and helps candidates win their races

    • Base messaging on data-driven community insights

    • Differentiate messaging between implementation (non-1% cities) and enhancement (1% cities)

    Community Focus Groups

    Stakeholder Groups:

    • Artist and arts organizations

    • Community leaders

    • General voters

    • Development sector representatives

    • Current elected officials from cities with 1% program

    Structure:

    • Each focus group must include at least one ArtPAC-endorsed elected official from a city with 1% implementation

    • Focus groups organized by regional clusters to maximize cross-city collaboration

    Purpose:

    • Gather insight to craft winning campaign messages that resonate with diverse constituencies while advancing arts funding goals

    City Selection Criteria

    Non-1% Cities:

    • Currently lacks 1% arts development funding

    • Helps achieve 25% coverage milestone per cycle

    • Has active or planned development projects

    • Socioeconomic factors align with program goals

    • Strategic value for regional expansion

    Existing 1% Cities:

    • Strong record of arts program implementation

    • Geographical proximity to targeted non-1% cities

    • Demographic or economic similarities to non-1% targets

    • Potential for mentorship and resource sharing

    • Political influence within the region
